The Artesia Municipal Code (Section 6-2.109) requires owners of residential, commercial, and industrial property in the City, to have service for solid waste and recyclable materials collection. The City does not automatically enroll property owners for this service. The City Council recently adopted Ordinance 22-927, which eliminates the practice of stopping waste collection services due to nonpayment. Instead, the Ordinance allows the City to place solid waste charges that are delinquent for 60 days or more on the owner’s property tax bill. This allows the owner to maintain uninterrupted service, while permitting the collection of payment for delinquent accounts.
